A press conference was held on Monday about the changing designation of a body of Combatants Affairs Authority to become the Libyan program for the reintegration and development, which based on the Council of Ministers Decision No (888).
Libyan program for the reintegration and development is focused on achieving an ambitious plan for the future of Libya, and the aim of this plan is to provide opportunities for rehabilitation and development of associate members To ensure their integration in different country institutions to become an essential element in the process of building Libya’s future, and in line with the their aspirations and ambitions, as required by the next stage.
After the country passing the armed revolutions and the liberation wars by phasing what is after the conflicts and Usually this phase is difficult and full of challenges and the most dangerous is the spread of weapons in large quantities and many of them have the most amusing national disciplined including reckless such as Gangs and groups that disturb the security of country and citizens.
Therefore most of the countries have persevered on the use of , reintegration, rehabilitation and disarmament programs in order to give the militants substitution chance for carrying the weapons by during the rehabilitation, training and raising the efficiency and their sense of participation in building the institutions of Country and they’re effective element in the transition from revolution to country building.
And That’s is what the United Nations called it (the disarmament program and dismantling of armed blocs and reintegration) and adopted as a program for all countries in phasing what is after the conflicts, each of them according to its circumstances ,priorities, needs and potential.
From this point the idea of seeing the authority of Veterans Affairs was released which transfer the militants from unregulated and uncontrolled weapons to contribute in building a modern Libya and its institutions.
So the programs of authority were the rehabilitation ,education and awareness for the militants and reach them to reintegration in the new country through four main areas, it considered to be the most appropriate opportunities and substation from the weapon which is (the integration of the security and military ,deployment in scholarships abroad and vocational training, technical and administrative, projects small ,large and medium).
So The vision of the Authority was and still replace the weapon with a chance of decent life through educational programs and economic opportunities ,It was not one of days of the Authority’s policy to enco.
